This Reading T/F/NG bit strange to me. Pls help

Every year we are delighted to see more riders wearing protective helmets, but
we would like to see every cyclist on the ride wearing one. More than half of
reported injuries in cycling accidents are to the head, and a helmet gives the
best protection when the head hits the ground.

Q - Helmets are compulsory for all participants.

Pls tell the F / NG ?

Per my understanding it is NG . But actual answer says F. Pls advise

The answer is False . -Every year we are delighted to see more riders wearing protective helmets - Clearly there is no law /rule /compulsion to wear helmets. The next part of the sentence confirms this .. but, we would like to see... This implies that though helmet wearing is not compulsory the organizers would want more people to wear helmets because of the .. accidents ..etc. ..

Hence helmets are not compulsory.

Note - would like ,would have liked are a way to express desire or wish. Example : I wish I would have studied better for my exams. This means - I did not study well enough for my exams.
