It is advisable that you answer those questions in discussion essay format. Though that question is for an argument, examiner really expect a two sided discussion from candidates. You can find more information from Ryan's videos in youtube or ielts simons. You have to write about the side which you are not agreeing with also to prove your view in these questions. I had to face such questions twice in IELTS. When I wrote in argumentative style, i made only 6.5, but that went to 7 when I wrote with opposing view the other time.
