What if the word count of the essay is about 15 words less?
Usually, I count the lines and the number of words in a ordinary line, when I am just about to finish the essay.
Sometimes, I find I need to write more than what is left in my minds?
There is a risk I need to take.

Should I add something not very relevant and may break the unity of the essay,
or, take a risk of being penalized for not have enough words?
Will the marker count the words one by one?

I think you mean "what should I do if my essay is 15 words too short", right?

Firstly, if you've trained enough, this won't happen. In the event that it does, I suppose your only option is to extend the conclusion paragraph. You could expand upon your prediction or recommendation and beef it up by 10 words or so.
