They're both grammatically correct. "Turn the switch on" is using the verb "to turn" - "on" is being used as a prepositional adverb - it's telling you where to turn the switch. Yes - a re-mark can reduce the current mark. Yes, you must write an overview paragraph in Academic Task 1. If you look at Band 6 and Band 7 of Task Achievement, the overview is mentioned there. It's not mentioned in Band 8 or Band 9 because if you don't present a clear overview, you don't go above Band 7.
